Can not send an e-mail in outlook express
Go to the account preferences.
Configure the options in the Servers tab as shown on the pictures.
Input full name of the server in the outgoing mail server field.
Check the checkbox "My outgoing server (SMTP) requires authentication" and select the "use the same setting as my ingoing server.
Go to the Advanced tab.
Set the smtp port to 25.
If still you have problems with sending mails set the smtp port to 2525.
